Today, I received the final tax bill from the City of Toronto for 2011. What can I say? My first impression is that Toronto is a police state. Policy, Fire, TTC and Debt Serving eat up almost 60% of all spending. It looks very depressing and bleak. And it looks to me certain vested interest groups and those with union-backing are enjoying their rides on the backs of the majority of tax payers.

And I thought I would look at how a fast developing city like Shanghai is spending its money. And the budget just shows why such cities are moving forward and developing.

The above numbers are based on the official reports from the city of Toronto and Shanghai. The portion on education is excluded for both cities because the reported figures on Toronto tax spending excluded education. And here is the Excel doc that contains the charts and figures.
